Well, you just have to see the credibility of the site. You can contact their webmasters so that they can give you samples of their previous work. So, you can determine if they pass your standards or not.

as an SEO company out of orlando, fl we use several different providers. I do not want to name anyone here, but the best thing that you can do is TESTING TESTING TESTING. Start a fresh wordpress blog or some other hosted website, and right one article and use a an article submitting service to promote. Start another blog on the same service with another submission service and compare the results in the search engines. Testing is the key for any online marketing to see what is working. you can email me if you want and I can give you some solutions that work for us. The problem you have is that even with an article submission service you still need to put a decent amount of work in. If you are going for SEO you want to have varied titles, varied excerpts, and varied descriptions. I am not sure if I am allowed to suggest one, but article-hut has a decent submission service for around 8 dollars. my advice is to spend the little extra money to get a third party who knows how to get results to manage the campaign. It is worth it.
